I don't know if it is "safe" in your definition, but to throw another elephant into the room: http://andlinux.org/ This is a linux kernel running as a windows application + a full blown linux distribution. Inside that environment, it should be (theoretically) possible to compile Sage from scratch. I don't know if this has been done successfully by anybody, but maybe it's worth a try?
