I'm not seeing this bar for revisions. In particular, I get http://interact.sagemath.org/node/71/revisions/78/view and not http://interact.sagemath.org/node/71/revisions/78/ where this seems to appear. I can click on "revision operations" but that is highly non-obvious as well, not to mention tiny. Another approach is that we can make it possible to just flag posts as > spam.
