Earlier today I checked more in the older 
discussions (https://groups.google.com/forum/#!topic/sage-devel/S5zQ5O7HBc0), 
and I found a message from leif:

to delete the TOPCOM *spkg* in /Applications/sage/upstream/, and instead 
place 

http://www.sagemath.org/packages/upstream/topcom/topcom-0.17.4.tar.bz2 

and  afterwards retry 'sage -i topcom'


This solved the problem. So, your indication was in the right path.
