 I'll give Jeroen a chance to motivate the change in dependencies, but I
 think it shouldn't be there. The positive review (and all the patches to
 be applied) predate the existence of #13447, so they can't possibly depend
 on it.

 Any issues that might require #13447 should be resolved with the strong
 caching workaround introduced in #715.

 If the patches here were to require #13447 to function properly then it
 should be marked as "only merge together with"; not as a merge dependency
 (which would suggest the wrong merge order). Do we want to add "post merge
 dependencies" to trac?
