In the meantime I went to the same conclusion and that's indeed the
problem.
Windows asks for admin privileges to execute any file whose name contains
install.
Rename the file and it will execute as usual.
The proper solution is to add a install-info.exe.manifest file together
with the executable.
In fact Cygwin distributed packages do so, and we might just copy it from
them.
