Did you build in parallel (i.e. with MAKE="make -jN")?
I don't know much about Cygwin, but does it use Unix-style permission
bits? Could you do
{{{
ls -l /home/jp/sage-5.2/local/bin/install-info
}}}
It looks like that program was installed without execute permission.
