 I think you can write it like this

 from sage.rings.integer import Integer
 if not isinstance(start, (int, Integer)):
     raise TypeError("start must be an integer")
 if stop is not None and not isinstance(stop, (int, Integer)):
     raise TypeError("stop must be an integer")
 }}}
