 Could someone please investigate what is going wrong now? I do
 {{{
 lazy_import("sage.rings.universal_cyclotomic_field.all","*")
 }}}
 in {{{sage.rings.all}}} but nevertheless, it seems that the UCF and also
 all the numpy stuff in the pyx file is imported at startup. When I do the
 import of {{{sage.rings.universal_cyclotomic_field.all}}} directly but
 then do the lazy import of {{{UniversalCyclotomicField}}} in there,
 everything runs as expected.

 Is this something not treated properly in #13826 ?
