Since the scope of what this ticket is supposed to accomplish seems to
still be in flux, can you rebase it on top of #13991, which implements one
small, well-defined bit of what is being done here? It's required to
resolve a rather bad speed regression that otherwise happens with #12313,
which is starting to become a dependency for a lot of essential
infrastructure tickets.
