 It depends what you mean. One could argue that all Cython files should
 implicitly depend on the Cython program. Similar how, in an autotools
 build system, everything depends on `config.status` (the output of
 `./configure`) or similar how `SCons` and `ccache` use the compiler
 executable as extra dependency of all C files.
