The error

sage: k.<a> = NumberField(5*x^2+3)
NotImplementedError: number fields for non-monic polynomials not yet
implemented.
}}}
is not a result of this patch. It was there before, but it was only there
for **absolute** number fields.
I updated the patch according to your suggestions. Now only a warning is
printed, and no exception is raised (in the **relative** case). I did not
touch the absolute case.
