I just meant that we put a check in `spkg-install` for Cygwin and then
copy the appropriate libraries to $SAGE_LOCAL/lib/. See comment:362. I
don't have time to do that right now, though.

Well, Cygwin isn't supported yet, so I don't think it needs to be here for
things to be positive review.
