Yes, we can! (Which doesn't exclude non-Cygwin-related smaller
improvements; the ticket's title doesn't suggest it's limited to Cygwin
stuff...)
In general, it is impossible to have N people, N>1, work on reST files at
the same time, so I'm only suggesting things here.
