Ideally, it should be at the choice of the user. The easiest solution is
probably to use
{{{
$(CC) $(OO) $(CFLAGS) somefile.c -o somefile.o
}}}
in the `Makefile`. However, I wouldn't require this for positive review.

No, every package handles this independently.
