Let's put this ticket back to need review : the patch which needs work is
a patch about the handling of SIGCHLD in sage which is the matter of
#14639.
What needs reviewing here is what is point (2) in the description : the
move of the SIGCHLD code from a dirty patch within the ECL spkg to a
correct ECL-library call in the sage library. The patch and the spkg I
propose are a full solution to this issue ; I have already checked their
correctness.
