 OK, here is the right way:

  * in your Google docs, create a world-shared folder: during its sharing,
 it will tell  you a link, something like
 https://drive.google.com/folderview?id=0B92yb82dH00zcTR4T0pNd042foo&usp=sharing
 * now a file placed in this folder, say, blah.spkg, can be directly
 wgotten via the link
 https://googledrive.com/host/0B92yb82dH00zcTR4T0pNd042foo/blah.spkg
