For the record, I built ATLAS with
{{{
SAGE_ATLAS_ARCH=x86x87,3DNow
}}}
and I do get a working install which passes the Sage doctests. So, just to
spell it out again, the ISA extension settings just tell ATLAS which ones
it is allowed to try, not which ones end up in the ATLAS library. Its
normal to get SIGILL during the atlas tuning.
I also verified that it goes through a full tuning which takes a very long
time. Presumably that just doesn't work on cicero, or when you tried it
the build system couldn't get stable timings.
