Yes, agree. That would be natural using conversion syntax:

sage: H.<x,y,z> = HyperplaneArrangements(QQ)
sage: H([4, 1, 2, 3])
x + 2*y + 3*z + 4
}}}
On a related note, I think the constant should be first for consistency
with polyhedra:

sage: Polyhedron(ieqs=[(4,1,2,3)]).Hrepresentation()
(An inequality (1, 2, 3) x + 4 >= 0,)
}}}
