 Answering the question:   over Q I think I answered this in my book;  if
 deg(phi)=ell (prime) then Velu gives a modal integral away from ell and
 either integral at ell or nearly so (such that scaling by ell makes it
 integral).  Over general number fields I guess it would depend on the
 ramification degree.  There is also a nice related result by Samir Siksek
 (On standardised models of isogenous elliptic curves, Math Comp 74 # 250
 pp 949--951, 2004) but that is only over Q.
