> `sysconfdir` (=`$SAGE_ETC`) should default to `$prefix/etc`, where
`$prefix` should be something like `/usr/local` or `/opt/sage` (clearly
not `/`).
Well `/usr/local/etc/env.d` doesn't sound like a particularly good place
either...
