This has been a rumour that didn't pan out. I don't think a time line has
been set towards actual deprecation of %. The possibility of deprecation
is mentioned in
http://www.python.org/dev/peps/pep-3101/
but it's careful to argue that deprecation is not required at all. At some
point it was planned to deprecate % in 3.0 and remove it in 3.1 but that
hasn't happened. I suspect it's so ingrained by now that deprecation and
removal is impractical.
