Follow up to #12661.
One can set `SAGE_MP_LIBRARY` to choose between GMP and MPIR when issueing
`make`.
If needed this should even set `SAGE_CHANGE_MP_LIBRARY` and trigger
further rebuild of spkgs if needed.
