Comment:

 Are there more base rings for which we want to do this?  The method
 `Polynomial.factor()` currently still has the following special cases:
 - `IntegerModRing`, `IntegerRing`
 - `RelativeNumberField`
 - `FiniteField`
 - `NumberField`
 - `RealField`
 - `ComplexField`
