 But it's backwards-incompatible, and requires rewriting of the help pages,

 Yes, they appear to.  But I don't think there is a way to get a text cell
 without the mouse - or is there?  Also, sometimes one might not want to
 evaluate the current cell before inserting a new cell - and how would one
 get a new cell at the ''top'' of the page?  Things to consider.
