Download the tar.bz2 file and put it in `sage/upstream`. Verify that the
file `sage/build/pkgs/dot2tex/package-version.txt` contains "20120520".
Then do `sage -f dot2tex`.
(I think that once Sage 6.2 becomes official, then the new tar.bz2 file
will go to the mirrors and replace the old package.)
