This ticket is not really waiting for a review, given that it has been
refused in its current form. As Karl-Dieter does not want it to be closed
as wontfix, I set it to `needs_work` until somebody changes the
implementation. The problem in the combinatorial designs code has been
fixed with a specific caching system.
