There is no `spkg-src` in the branch. Its a way of documenting the steps
to create a new tarball, and is never run automatically.
In any case, that shouldn't be needed here. Source tarballs can be
`.tar.gz` and `.tar.bz2`. Bzip2 is better compressed but its better to
stay with upstream if upstream only offers a `.tar.gz`. Of course if they
have any other scheme then it needs repacking.
