The new version of PARI (#15767) supports point counting over `F_q`
instead of `F_p`. We should use this new functionality in Sage!
The implementation in PARI-2.7.1 has some [http://pari.math.u-bordeaux.fr
/cgi-bin/bugreport.cgi?bug=1606 issues] but these are fixed in PARI
master.
