New description:
The new version of PARI (#15767) supports point counting over `F_q`
instead of `F_p`. We should use this new functionality in Sage!
It has some [http://pari.math.u-bordeaux.fr/cgi-bin/bugreport.cgi?bug=1606
known issues], so we can currently not remove the old code...
