`list_to_biseq` seems to leak memory if the `biseq_t` was already
initialized. I don't mind, but it should be documented, since it's not
obvious without reading the code.
Also in `list_to_biseq`, the branch `if ln>mp_bits_per_limb:` leaks `tmp`.
