#17288: MathJax for both (offline) notebooks

Currenlty, `MathJax` is bundled with sagenb. But ipython notebook also
requires `MathJax` for offline displaying mathematical formulas.
The aim of this ticket is to:
- have a independent `MathJax` (default) spkg, not related to sagenb
- have ipython notebook work with that local install
- remove `MathJax` from sagenb bundle and use the independent one to
avoid duplication
The latest `MathJax` tarball can be downloaded at
https://github.com/mathjax/MathJax/archive/v2.4-latest.tar.gz
