New description:

The current version of `sage-fix-pkg-checksums` incorrectly sets the
package version to the '''literal''' `"VERSION"` in `checksums.ini`, which
 is confusing and not helpful.

This patch correcly computes the version string and puts it at the right
 place in `checksums.ini`.

It's a feature, not a bug. It ensures that version info is stored in
 exactly one place, namely `package-version.txt`.
