Comment:

 I have rebased the branch on top of #17564, squashing the old commits into
 two commits (one for the Cython implementation, the other for applying the
 Cython implementation in Python modules).

 It is a forced push, but I guess the new commit history is a lot clearer
 (and hopefully easier to review `;-)`!) than the old, and I also guess
 that nobody but me has used the branch, or was about to give a full review
 to the old branch.
