I may be missing something, and it may be a terminology thing, but it
appears that scipy-0.15 does have nearest neighbor interpolation:

and
https://github.com/scipy/scipy/blob/master/scipy/interpolate/interpolate_wrapper.py
search for {{{nearest}}}.
