Do you really require the number and names of arguments or do you only
want to know whether a function takes any `*args` and/or `**kwds` at all?
Technically, Python always uses `*args` and `**kwds` to pass arguments
(except for some special methods like `__new__`). It's the Cython method
implementation which interprets these `*args` and `**kwds`.
