 Please recheck.  I noticed that Elementary, Psi, Phi all do not have
 `to_symmetric_function_on_basis` implemented and probably should.  Maybe
 the default implementation of `to_symmetric_function` should be "check if
 `_on_basis` is implemented, if so, figure `_on_basis` by linearity,
 otherwise coerce to complete and do the `to_symmetric_function` there"
 Would you agree?  If so, I can implement that.
