 I guess we can split some of the cvxopt stuff to make things clearer.
 Prior to 1.1.7 it was difficult to set any library properly without
 patching. `setup.py` was requiring manual edit before installation unless
 you setup was closely matching the author. 1.1.7 introduced some mechanism
 to pass library settings from the environment and we just decided to do
 that at the same time. But a separate ticket is no problem.
