I'll happily field comments on the new changes but I will otherwise start
moving libraries to the `.pxd` files. After Jeroen clean up of the other
tickets that's a total of 5 files (plus one optional file) so not a big
job but I'll probably end with some redundancies on my first go (i.e.
stuff that's not needed thanks to other declarations in `.pxd`).
