 `p_group_cohomology` ?

Yes. I need someone who explains to me in ALL detail how to create a new-
 style package.

It begins with: How do I create an "upstream" repository for my sources?
Note that I will not change the meataxe matrix wrapper that is included in
the package into a wrapper for the latest meataxe upstream, as this would
require to rewrite most of the c- and much of the cython-code. So, the
files in the current package are an old version of meataxe with massive
patches (i.e., basically a fork), plus c- and cython- and singular- and
gap-code, for which this package currently is the only source.
