For some time, the developer's guide has said that docstrings may include

A TESTS block (optional)
Formatted just like EXAMPLES, containing tests that are not relevant to
users.
}}}
So I think we should hide all TESTS blocks now, and if authors of those
tests (or other interested developers) want them to be visible, it is
their responsibility to move them to EXAMPLES blocks.
