Still about the naming... Compare to #19123. These are kind of same thing,
but for lattices it is more natural to think about making the top element
of lattice 1 and the bottom element of lattice 2 to one common element.
A suggestion: What if I only make a function whose name starts with `_`?
Then we could use the code to build more functions, and think later about
the name.
