 Although I take back the above somewhat--it seems that I built my own
 ATLAS while building Sage. What I mentioned about the `spkg-install` may
 still be relevant for using a system BLAS library but I neglected to set
 `SAGE_ATLAS_LIB`.  So I'll play around with that a bit more and open a
 separate issue if I find out more.
