I've been trying to help install Sage with meataxe in a multiuser
environment at UMN, and we ran into problems with meataxe looking for
files in each user's `DOT_SAGE` folder. So I feel we should change the
behavior to install/lookup the necessary files in some subdirectory of
`SAGE_LOCAL`.
