gap, libgap, gap_packages, and database_gap are tightly interconnected
packages, usually updated all together, and I don't see much harm in
declaring them to be a bit more interdependent than might be strictly
necessary. Especially in absence of clear, and not open to grammatical
(mis)interpretations, guidelines on dependencies in Sage.
