It has always been an order-only dependency (the default dependencies of
optional packages is an order-only dependency on every standard package),
so I guess it's safe.

Then the dependencies of `database_gap` and `gap_packages` should be
changed in that ticket. I don't see the point of adding dependencies just
in case they will be needed in the future. It reminds me of somebody
adding `webassets` to `sagenb` because they planned to use it in the
future... which of course never happened.
