New description:

 There is a flatsurf package now under development. It provides much more
 than what is currently in Sage. This ticket propose to:
  - add `flatsurf` as an optional package
  - remove all source code from `sage.dynamics.flat_surfaces` and
 `sage.dynamics.interval_exchanges`
  - add a tutorial in `sage.dynamics` about package installation and basic
 usage
 What is in the package is more complete and reliable. See the development
 pages of the package
