David Harvey wants to use GMP instead of MPIR, or want to check that they
get the same answers with both libraries. Let's make that really easy for
him.

I named the package mpir-gmp-4.3.1.spkg, so one can drop it into
sage-x.y.z.tar and just build with no other changes needed.
I have tested this and several doctests fail due to different xgcd
behavior. This is expected.
