which is why this version of NTL has been confirmed to work on 10.11 but
fails on 10.8 and 10.9.
So, in fact, Sage has been using clang's `as` on 10.11 without a hitch or
anyone even noticing, which suggests that we should be able to switch to
it on 10.8, 10.9, and (maybe) 10.10 to solve this and related tickets.
