Comment (by arpitdm):
`unencode_nocheck` method in the Polynomial Evaluation Encoder does not
work right now because it calls the right division of one skew polynomial
by another which fails because of the integer coercion error in #13215.
Apart from that, as far as I am able to check, the four new methods are
implemented correctly and they do not cause any errors during build or
runtime.
