Ok, new ticket created for making isogenies faster to create at #8014.
Also, I'm posting a new patch (within the next two minutes, just double-
checking there's no cruft in it) that breaks this out into a
`multiplication_by_m_isogeny` method, which should at least be a start on
the request from this ticket. Is everyone happy with reviewing this one
and pushing further work to #8014?
